PRESIDENT - Steve Hails MSc, CMIOSH, PIEMA
Chartered Safety & Health Practitioner
Director of Health, Safety & Wellbeing Tideway.
Steve joined Tideway in June 2016 after gaining over 20 years’ experience working in the construction, engineering and manufacturing sectors, including his previous appointment as Director of Health and Safety on Crossrail. Steve is Chair of the Board of Trustees for Mates in Mind, a Chartered member of IOSH, a Practitioner Associate Member of the IEMA, and as of April 2018, the first Honorary Fellow of the BOHS.
CO-CHAIR - DECLAN DAVIS
Declan is a Chartered Member of IOSH with over 30 years experience in the construction industry
Declan is a Chartered Member of IOSH with over 30 years experience in the construction industry.
With an operational background in civil engineering, he made a move into the functional role of Health, Safety, Quality & Environmental in 2011.
Today, Declan is the Assistant HSQE Director for Ferrovial Agroman UK & Ireland. He is involved in some of the largest infrastructure projects in the UK such as T5 & T2 at Heathrow Airport, Crossrail, Thames Tideway Tunnel and on HS2.
CO-CHAIR - JEFF RUSSELL
IOSH Chartered Health & Safety Practitioner.
Jeff has over 25 years experience in Safety, Health and Environment within the construction industry, spending the majority of his time with Spadeoak. He is a member of the IIRSM and holds certification form various industry bodies.
Working with specialist surfacing, sports and civils contractor Spadeoak, Jeff has been involved in highly prestigious projects ranging from the London 2012 Olympics to Crown Estates together with numerous well known main contractors.
Part of Jeff’s role on the CHSG board is to represent SME contractors; his interests include travelling and competitive swimming.

Health & Environmental Manager for the Construction South Region of Morgan Sindall Construction and Infrastructure Ltd
Andrea is Safety, Health & Environmental Manager for the Construction South Region of Morgan Sindall Construction and Infrastructure Ltd. She holds a BSc (Hons) in Occupational Hygiene, is a Chartered Member of IOSH and has 30 years’ experience in managing health and safety in the Construction Industry.
As a key player in policy making and establishing and implementing procedures, Andrea has extensive experience in all aspects of training provision. She was instrumental in developing the suite of Temporary Works courses offered by CHSG, and the Fire Diploma course which has since been recognised by the Institution of Fire Engineers.
Andrea has been a Trustee of CHSG since 2010 and Co-Chair since 2012. She also served on the London and South East Working Well Together Committee for 12 years and was Chair from 2008 – 2012.
VICE CHAIRMAN - MARTIN HALL
Martin has over 19 years experience within the Construction Industry, starting his career as a mechanical engineer and safety practitioner.
Martin now works as SHEQ Manager for Morgan Sindall Construction and Professional Services. He is responsible for Quality management, the design process and brings with him a wealth of managerial knowledge and experience.
With former experience as a trainer for a Health & Safety consultancy working within SMEs and large multi-functional business, Martin represents Morgan and Sindall at several frame forums. He volunteers as a STM ambassador, supporting Dorset, Wiltshire and Somerset Schools.
PAST CHAIRMAN - ROBERT HACKETT
Robert has over 17 years of experience within safety, health, environment and quality within the Construction Industry.
Robert is a Health & Safety Practitioner, is a graduate membership with IOSH and is also a member at the International Institute of Risk and Safety Management.
Today, Robert is the Company HSEQ Director at Ferrovial Agroman. Since working here, Robert has been involved in some high profile project, such as; the Heathrow T2A terminal, Heathrow T5C Transfer and Baggage System Tunnel, Western Interface Building T3 and Eastern Interface Building T1.
Gavin has over 29 years experience within the Construction Industry. He spent 24 years with HSE working as an Inspector, Principal Inspector and Head of Operations.
With HSE, Gavin lead the HSE’s Construction Sector and Policy Unit, leading the delivery of the evaluation, review and revision of CDM, including the negotiations with the European Commission.
Today, Gavin works for Costain, where he has led both the Natural Resources and Infrastructure Divisions as Director of Safety, Health and Environment. Since the beginning of 2017, Gavin became Costain Group SHE Director and leads a team of over one hundred and fifty professionals.
Pinsent Masons Ltd, an international law firm that has a worldwide reputation for construction related law. He qualified as a solicitor in 1994 and is now a partner specialising in Health and Safety Law. Sean was a founder member of the Health & Safety Lawyers Association and is its Honorary Secretary.
